Log in to your PayPal account if possible and click on the link to the Resolution Center at the top of the page. In the Resolution Center, you will see another link to find out why access to your account is restricted if certain features, such as sending and receiving payments, are restricted by PayPal for any reason.

Follow the Resolution Center steps to remove PayPal’s limitations and reactivate full access to PayPal features and services.

Click the Resolution Center link to dispute a transaction if you need to report an unauthorized transaction. PayPal stops unauthorized transactions and you may not be able to process other payments while an unauthorized transaction appears on your account.
